Location: Remote Working (with occasional travel as required)

The Head of Tender is responsible for managing all aspects of the multi-utility tendering and estimating processes to ensure tenders are completed on time, are competitive, align with client expectations, and meet the company’s quality standards. This includes compliance with all industry regulations and company policies.

Key responsibilities include building, training, and developing a multi-utility team to support the delivery of the business plan, with a particular focus on increasing the win rate of tenders and improving the efficiency of the tendering process. The role demands first-class leadership in Safety, Health, Quality, Environmental, and Customer Service.

Key Tasks

  • Build a team to ensure the tendering SLAs are met irrespective of company growth.
  • Ensure tender activities are delivered on time whilst maintaining high levels of quality and safety.
  • Ensure full compliance with the Quality, Environmental, Safety, and Health framework, systems, and processes.
  • Review and understand client requirements and project scopes to produce accurate and competitive bids.
  • Ensure relevant fiscal and commercial sign-off prior to tender submission.
  • Nurture a close working relationship with the Sales, Design, Consultancy, and Operations teams.
  • Manage the customer interface appropriately during the tender process.
  • Attend any pre-tender and post-tender meetings with clients where applicable.
  • Ensure that all tenders, quotations, and proposals are undertaken within specified timescales.
  • Interface with suppliers and subcontractors to obtain accurate pricing and technical information.

Skills and Competencies

Essential

  • Multi-utility tendering competency – Gas, Water and Electric (up to 33kV) – Up to 132kV desirable.
  • Extensive experience in managing tender and estimating processes within the construction/utility connections industry.
  • Full understanding of tendering procedures, documentation, and compliance requirements.
  • Strong understanding of factors affecting Asset Value
  • Construction contracts experience (JCT/NEC).
  • Ability to read and understand technical drawings and specifications.
  • Commercial awareness and strong financial acumen.
  • Good standard of IT literacy—especially Microsoft Word, Excel, and Outlook.
  • Excellent written/verbal communication and interpersonal skills.
  • Strong leadership and team management skills.
  • Ability to work under pressure and meet tight deadlines.

Desirable

  • Experience with tender management software and CRM systems.
  • Negotiation skills and experience in contract management.
  • Ability to analyse market trends and competitor activities.
  • Membership in relevant professional bodies.

Qualifications

Desirable

  • Bachelor’s degree in Engineering, Construction Management, Business Administration, or a related field.
  • Professional certifications in project management or procurement.

Experience

Essential

  • Minimum of 5 years of experience in a head of tender/estimating manager or senior tender/estimating position within the construction/utility connections industry.
  • Proven track record at multi-utility tendering – Gas, Water and Electric (up to 33kV)
  • Experience in leading and managing a team.
  • Proven track record of successful tender submissions and improving win rates.
  • Experience in client-facing roles and managing customer relationships.
  • Working to Quality, Environment, Health, and Safety management systems.
  • Working to deadlines.

Desirable

  • Electric experience up to 132kV in demand and generation projects.
  • Project Management experience or involvement.
  • Experience working closely with estimators, designers, subcontractors, and other internal teams.
